Is there a way to kill red wasps that is environmentaly friendly?

I have open containers of water on my patio. My cats and dog drink it. Unfortunately, the red wasps and yellow jackets have discovered it. Now when I go outside, I am buzzed by dive bombing, stinging pests. Other than moving the water, what can I do to discourage the wasps?
