80s movie that might have been sci fi on Hbo or something involving two kids?

They lived in a house that had a little window that some tentacle would reach through and they would chop and cook it. Another weird part I remember is the family dog had flea like pests the kids pulled off and used slingshots to throw them and they ended up looking like paintballs.
