Help with unknown rose pests?

I noticed on my roe bush today (particularly the rosebuds) these really really small, probably millimeters long, these worm-like, green bugs in the rosebud. The tops of the buds were eaten off and brown looking. I was wondering if anyone had any idea what they are? I have looked it up online, but can't find anything close. Any help?
