Bomb the house a few more times--it can take several rounds to get everything. Make sure you're buying multiple bombs, and setting one in every single room of the house, including long hallways or staircases. You have to cover every inch of the house, and even use two for larger rooms. You can also get these pills called CAPSTAR from the vet that instantly cause every flea on the cat to die. I treated my cat a few years back with it when he got fleas, and you can literally see the fleas falling off them within minutes. Also, you need to stop letting your cat outside. If she's still going outside, she's still going to pick up fleas and bring them back to the house. Additionally, it's unsafe to let your pet outside unattended, because she could get lost, kitten-napped, or hit by a car. She could be attacked by other animals or eat poison from someone's garden or garbage can. Cats are not carpet--they're not indoor/outdoor. Keep her inside, hit the house, and get her one of those magic pills.
